How levels are computed
Act = a final rule directly tagged digital-assets in 30 days. Prepare = any direct digital-asset proposal, consultation, guidance or enforcement. Watch = two or more rule changes, or three or more actions, in adjacent areas. Stable = none of the above. Mechanical thresholds — no editorial judgment, no black box.
